As of 30 June 2024, a total of 10,115,610 or 96.10 percent of the target registrants in Central Luzon have completed their Step 2 Registration in the Philippine Identification System (PhilSys). This is 3.90 percent below the 10.5 targeted population.
Figure 1 shows that the province of Bulacan registered a total of 2,842,205 registrants, followed by the province of Pampanga which registered 2,392,873 registrants, while the province of Nueva Ecija registered 1,927,739 registrants.
In terms of completed percentage based on the projected target registrants, the province of Tarlac topped off by registering 97.84 percent of its target registrants
followed by the province of Zambales with 97.58 percent, and by the province of Pampanga with 97.20 percent. (Figure 2)
The province of Aurora had the lowest achievement in registering its target population with 93.50 percent followed by Bulacan with 94.04 percent and by the province of Nueva Ecija with 96.10 percent. On the other hand, the province of Bataan registered 96.28 percent of its target registrants. (Figure 2)
Central Luzon has already registered 96.10 percent of the target population in Step 2 of the Philippine Identification System (PhilSys). The remaining target population was 3.90 percent. (Figure 3)

Republic Act No. 11055, or the Philippine Identification System Act, signed into law by President Rodrigo Roa Duterte on August 6, 2018, aims to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines. The valid proof of identity provided by the PhilSys shall be a means of simplifying public and private transactions and shall be a social and economic platform that promotes seamless social service delivery and strengthens financial inclusion for both public and private services. As a foundational digital ID system, the PhilSys will transform how services are delivered in the Philippines, and accelerate our transition into a digital economy, including to enable presenceless, paperless, and cashless transactions.

Definition of Terms
PhilSys Registration Team is a team composed of Registration Team Supervisor, Registration Kit Operator/s, and a Screener which goal is to register Filipino citizens and resident aliens to the Philippine Identification System (PhilSys).
Step 2 Registration means the appearance of a registrant at the PhilSys Registration Center to verify his/her demographic details and capturing of his/her fingerprints, irises, and of front-face to be used in his/her PhilID.
Registrants are individual clients that are to be registered in the Philippine Identification System.
Registered Person refers to the person who has been registered to PhilSys.
