23 April 2025 — In compliance with Office Memorandum No. 2024-264, issued on 31 October 2024, outlining the Guidelines for the Conduct of Random Checks and Audit over Local Civil Registry Offices (LCROs) pursuant to the Inspection and Visitorial Functions of the National Statistician and Civil Registrar General, the Philippine Statistics Authority (PSA) Bataan continued the Random Check and Audit across the 12 LCROs in the province.

PSA Bataan commenced the conduct of the LCRO Random Check and Audit at the LCRO Hermosa, Bataan, on 27 February 2025. The Audit Team is led by Chief Statistical Specialist (CSS) Francisco P. Corpuz, along with key personnel from PSA Bataan.

Due to the cooperation of the Local Civil Registry Offices, the Provincial Statistical Office was able to conduct audits in nine (9) out of the twelve (12) municipalities. The audit schedule was as follows: LCROs Dinalupihan, Abucay, and Samal on 04 March 2025; LCROs Orani, Limay, and the City Civil Registry Office (CCRO) of Balanga on 05 March 2025; and LCROs Bagac and Orion on 07 March 2025. Meanwhile, the LCROs of Mariveles, Pilar, and Morong have committed to finalize their audit schedules.

The audit team consisted of Chief Statistical Specialist Francisco P. Corpuz, Supervising Statistical Specialist Richard T. Guevara, Senior Statistical Specialist Lay Mina R. Gomez, Statistical Specialist Rosario C. De Leon, Statistical Analysts Angelica B. Fernandez and Marielle Tuazon, Accountant Chiara Osman, and Registration Officers Jherico Ryan G. Herrera and Lea Angeli E. Gabriel.

The audit aimed to evaluate the proper handling, management, and documentation of civil registry files and assess the offices' adherence to standardized protocols. Furthermore, the Random Checks and Audits sought to promote integrity, transparency, and uniformity in the processing of local civil registry documents across the province. It is a shared responsibility of the LCROs to uphold the highest standards of accuracy and efficiency in civil registration practices.

Additionally, the audit activity aimed to ensure LCROs’ compliance with relevant civil registry laws, rules, and regulations, evaluate the status of their record archiving systems, and assess overall office management — all of which directly impact the quality of civil registration services delivered to the public.

The post-audit reports will be delivered soon to the respective Local Civil Registry Offices, Local Chief Executives, and the Office of the Civil Registrar General, along with recommendations for the improvement of LCRO operations to further enhance the efficiency of civil registration service delivery.
