Literacy has been considered as an integral part of a society which contributes to its development and drives its economy towards a high development path. It has always been believed that literate citizens would equal to a more productive human resource. Thus, measuring the literacy of the population would assist the policy making body in assessing the education system and subsequently crafting programs which are tailored-fit to address current and future concerns.

In this regard, PSA RSSO 03 joins the national roll out of the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) which is being conducted from 20 September 2024 to 22 October 2024. In Central Luzon, around 14,406 sample households are set to be enumerated by around 300 enumerators covering the seven provinces and two Highly Urbanized Cities (HUCs) of the region.

The 2024 FLEMMS is the seventh in the series of literacy surveys conducted in the country. It primarily aims to i) to estimate the proportion of the population five years old and over who are basically literate; ii) to estimate the proportion of the population 10 to 64 years old who are functionally literate and to determine their socio-economic characteristics; iii) to determine the educational skill qualifications of the population in terms of formal schooling; and iv): to determine the mass media exposure of the population.
